dipper: add selectable frequency cut off

This way a dipper can be set up to only affect bass frequencies

Possibly we'll need a way to have multiple dipper channels?

The dipper could do with a serious overhaul really.

Should be redesigned to use something like https://github.com/Tonejs/Tone.js/blob/master/Tone/component/Follower.js
