  1. Replace streamable flag with "#LiveStream" hashtag
  2. Also for "#Publish"?
  3. Add "#Recorded" tag (for external recording system)
  4. Tag for "#IrisOnly" / "#NoVdu" ?

Add a hashtags field to the "camera" / "camera_pub" JSON files produced by honeybee.

One advantage of the current separate publish flag is more fine-grained permission checks. Operators should be able to set the publish status, but "manage" permissions should be required to set hashtags, so publish will remain a separate attribute.
