Clarify 'internet function'

Definition of "Internet function" is interesting for me because when I first read the definition of "centralization" my mind leapt to physical infrastructure like fiber routes or cable landing stations (because I've worked in those areas). The draft's definition initially looks pretty specific--boiled down it's a current recognized standard or a proposed new or modified standard. But then you do mention other function types in subsequent paragraphs -- I'm not sure if you mean to include them in your definition or not. Perhaps you could just clarify either way?

I think this is reasonably clear -- the second paragraph continues the definition. Combining them makes it quite lengthy...
