not downloading at all in L4D2

on my server I have the
sv_downloadurl "https://mywebsite.com/l4d2" sv_allowdownload 1 sv_allowupload 1 sv_pure 0
on my L4D2 client I have
cl_allowdownload 1 cl_allowupload 1
I connected to this russian build server and it downloaded files so my client is fine but not sure what plugin they used

seems this is no longer required just need the SteamWorks extension and a txt file with stuff to download
