Change Info Order on Proposals

Is your feature request related to a problem? Please describe.
When a proposal is submitted, it shows the 'Details' section first, then the 'Description.' This is not-ideal for UX, since you immediately see a bunch on non-human-readable text.

Describe the solution you'd like
Users should immediately see the TLDR. Move the 'Description' section to show first; Move 'Details' to the bottom.

And delete the 'Description' title and additional 'Title' in the description (if not we will have two of the same titles at the top).
