controlling resource use on winminer

some windows users might not want to 100% fully utilize their cards for mining to prevent things like overheating their cards or for still mining while running games. would there be a way to put into a/the config file a value from 0 to 100 to control how much of the resources of the GPU would be using for mining? This might allow more users to use their cards for mining while preventing issues from over heating (some users worry about that) or prevent mining from interfering with their normal computer operations (limit it to 30% mining for when they want to play games, and they can resume 100% afterwards)
