How does isBearBet work? What's the thought process behind it?

Questions:

What exactly is bullAmount and bearAmount? I tried looking for the value in the PancakeSwap GUI but I can't correlate the numbers.
What's the thought process for the logic of isBearBet? Why compare it with 5?
