[Feature]: Provide a msi installer for windows

Expected:

Now . Grm has provide the installation method of brew. But in windows user don't have brew to manager their packages. So we should prvoide a msi installer for windows user.

I'm glad to create a pull request.

Others:

It' probably won't be supported any more recently but When grm release the stable ver v1.

Currently, Grm has provide a msi installer. But I think we can use workflow to build and publish it. Now I finish the build script at win32 platform. When we done the build part of linux platform. Will close this issue.

Now. We use wix to wrapper use binary. In future we will use appx make installer more modern.
