Linking PayPal creates new modrinth account with PayPal email

Please confirm the following.

• I checked the existing issues for duplicate problems
• I have tried resolving the issue using the support portal

Describe the bug

When linking PayPal account (using US region), modrinth backend creates new account with PayPal email and links PayPal to it. It's probably happening for me because my PayPal and modrinth account emails don't match, or it's just broken in that way.

Steps to reproduce

0. Probably have different emails for PayPal and modrinth account
1. Go to revenue
2. Click Withdraw
3. Select US Region
4. Choose PayPal
5. Sign in with PayPal
6. Modrinth backend created new account with linked PayPal

Expected behavior

Modrinth backend would link PayPal account to my original modrinth account.

Additional context

If you had PayPal linked before the update and try to withdraw, the modrinth backend will return a 400 error. I didn't save it though.
