Refactor build infro

Consider using tgx's Publisher utility to build and publish client update. This thing is also can be treated as the in-app ota updates support, It can be easily triggered by the rewriting build scripts and adding some #Hashtags, but just using publisher should be faster then sort out how to send all this things together with curl. And so GitHub actions is still be used

• Switch to publisher
• Rewrite actions to the work with publisher
• Rollout stable build
