What feature is your improvement idea related to?
Currently the only way to put overbounces in maps is with the func_overbounce entity. Also, that entity only works if you aren't overlapping with any other surfaces when you stand on it.
Describe the solution you'd like
Add an overbounce surface flag that allows players standing on top of it to overbounce. Also make func_overbounce work like func_slick, allowing overbounces even if the player is partially standing on something else.

Additional context
An overbounce surface flag could be used when auto-porting maps. Any surface that isn't NoOBed gets the OB flag.
