CMomRocket::SpawnRocketDelay doesn't respect `mom_rj_rocket_drawdelay`

Describe the bug

Hopefully the title is accurate lol, as I'm assuming yall haven't touched that function too much if at all, since getting licensed
When getting the easter egg rocket, the prop_dynamic is spawned in instantly with no delay, which can mean seeing it before the rocket appears, which looks very weird

How To Reproduce

1. Increase rocket draw delay
2. Fire rocket
3. Assuming you get the 1 in 10 001 chance (or disable the check), the surprise will be visible before the rocket
