Add CI Integration for MongoRocks master/4.0 branch

1. We need to pick some resmoke tests from mongoDB 4.0.3 code-base
2. Investigate how github repo integrates with CI
3. perhaps need a vps env.

mongodb is too large to run github's free CI, not enough money to do this, just pending.
