Allow users to be approved after uploading 3 resources.

Send them emails after each upload to keep them on track and motivated.

  • Users automatically become publisher after 3 resources uploaded

  • Emails

    • Welcome email - improve, mention approval requirements
    • 1st contribution, only 2 left!
    • 2nd contribution, only 1 left!
    • Congratulations - You are now a Publisher on MoodleNet

how should the system behave existing non-publisher-users ?
they'd jump into the corresponding flow step depending on their status and resource amount they have created ?
e.g. having :
1 resources: sends the 1st contribution email
2 resources: sends the 2nd contribution email
3+ resources: immediately gains publishing rights and sends the 3rd email
0 resources: ?

Makes sense to recognise their existing resources yes, all the steps you outlined.
