Context
Users might be confused if they can't remove images. We want images that users remove to stay removed. Therefore, we should only take an image automatically on the user's behalf when the user first clicks the popup for that tab/host. Afterwards we never take a screenshot on the user's behalf, even if there are no screenshots. This behavior should reset when the tab visits a new host.
