at least on #parrot, make GH#835 and GH #835 link to parrot's ticket no. 835

Hi Moritz,

I committed a change to fix this (prakashk@2e4526c). It also handles pull request links from #moe channel, which were also being linked incorrectly to rt tickets.

I tried to open a new pull request for this, but it was added to an already existing request (#7) which was opened for another issue. I couldn't find a way to separate them.

This has been incorporated for quite some time, even though github doesn't autodetect it.
