easier color photo developing cost config option

I really really hate making potions, would you be able to make a config option to make developing color film only take water like the black and white film?

thanks for making the mod iv had good fun messing around with it so far :)

You can change recipes to use whatever you like with a datapack or KubeJS/CraftTweaker.
