After enabling migrations and editing the IdentityModel.cs class to create the user table, it fails to get created on the migrations file. Consequently, can't update the database

IdentityModels.cs

        public async Task<ClaimsIdentity> GenerateUserIdentityAsync(UserManager<ApplicationUser> manager)

            // Note the authenticationType must match the one defined in CookieAuthenticationOptions.AuthenticationType
            var userIdentity = await manager.CreateIdentityAsync(this, DefaultAuthenticationTypes.ApplicationCookie);
            // Add custom user claims here
            return userIdentity;
        }
    }

    public class ApplicationDbContext : IdentityDbContext<ApplicationUser>
    {

        public ApplicationDbContext()
