Confusion on comments label in new grader page

On the grade page on 3.1 and on, the submission comments and grade review comments sit under each other and both read comments with no way to distinguish which is which and staff can add both. Wondering if on this page it could read "review comment". This would save confusion because at the moment the staff can add a "review comment" from the grader page but accidentally use the submission comments area and then the student could read this supposidly private comment.
