Add brief documentation of file formats other than Fluent

There are more file formats currently in use widely. DTD, Properties, Gettext, XLIFF or .lang files. A single page introducing them all would be good. For DTD and Properties we already have very short description in Czech, so I could start by add it here in English if you want.

It would be worth mentioning plurals or other specifics in use in Mozilla projects, or some intro tips for what editors (not) to use when editing the files directly.
I'm not sure. The reason is that you need to understand Fluent's syntax if you want to extend your localization, even if you use Pontoon, while you don't have that need if you translate other file formats there.
Also, the long term plan is to get rid of them completely.
As explained, we need basic syntax documentation for Fluent. That's not really true for other languages:
- We want localizers to go through tools, and not be exposed to unnecessary complexity.
- DTD and properties are going to be discontinued by Fluent.
- GetText and XLIFF are standard formats, and really hard to manage via text editor. While documentation is definitely available online, we want to discourage working on these files directly, so it doesn't make a lot of sense to search for, and link external documentation.
