Document requesting new languages in Pontoon

We should document the newly added abilities in Pontoon to:

• request a language to be enabled for a project
• request a new language to be added to Pontoon

I think we should discuss about this before documenting.

Requesting a locale with language code and name is not going to make us any good, we need a lot more information (see dev-new-locales). Since we're likely going to kill that mailing list, we were thinking of creating a discourse topic explaining the kind of data we need, community approach, etc.

The challenge here is to figure out if we want a generic form, or something that suits our needs as Mozilla.
