Add Toki Pona (tok) style guide

I would like to add an L10n style guide for Toki Pona (tok).

This request comes from the initial ask to add Toki Pona to Mozilla Common Voice here.

Creating the style guide is on-going; I will comment here when it is complete!

@gregdan3 please put the style guide here and create a PR. We will review on the formatting part so it pasts linter check before we merge it.

I've created pull request #208. Ideally, the commits in it should be squashed on merge; I can adjust on my end if that is necessary, as I did not see an option in Github to squash on merge. @peiying2 Let me know if you need any adjustments from me.

Some notes:

  • The document currently references a page on the Mozilla wiki which does not yet exist. I plan to create this page as soon as we have official word about the status of Pontoon/L10n; my account on the wiki (also @gregdan3) was approved yesterday.
  • This document has been tentatively approved by multiple other contributing users from Toki Pona's community. I expect to hear back from more users by the end of today, but I do not expect any more changes right now.
  • I've passed markdownlint locally, but it throws an error for a document I did not modify:
