Let's only search for the STMO user when looking at existing telemetry request

This would be useful to make sure that we can have a request for Stage and a request for Prod without 403 when one tries to edit the other user requests.

Use the TELEMETRY_USER_ID to filter:

906 for PROD
919 for STAGE
