Description

On old pages that show the new footer design, there's a superfluous <hr> above the footer content

  1. https://www-dev.allizom.org/en-US/firefox/
  2. Scroll down to the footer

Expected result

No <hr> before the footer

Actual result

An <hr> before the footer
