Separate SQL tests and bigquery-etl tooling tests

Currently, there is a single test directory which has tests for both SQL queries and the bqetl tooling. We should more tooling tests into the bigquery_etl folder. This will make it easier for the CI to check which files were changed in a PR and only run tests when necessary.
