`fathom-init`-like tool

This tool would be used by ruleset developers to automatically set up the recommended directory structure (samples/{validation,testing,training,unused}), make a rubrics.md file, copy in the example rulesets.js, and automate .gitattributes. There may be other actions this tool could automate.
