404 returned when trying to leave a question reply with a non-admin moderator

Steps to reproduce
Steps to reproduce the behavior:

  1. Go to https://moderator.allizom.org/event/new
  2. Add a second moderator (which is a non-admin user)
  3. Create the event and leave a question to the event.
  4. Sign in with the second moderator (which was added in step 2)
  5. Try leaving a reply to the question posted in step 3.

Expected behavior
The reply is successfully submitted.

Actual behavior
404 page is returned.

I can confirm that this issue is no longer reproducible in stage.
