Set up test infrastructure

We should add whatever requirements are needed and set up the directory structure or files to start writing tests. And have some test examples to make it easier for others to write tests.

After we get this going, we should hook up the project to jenkins (https://ci.mozilla.org/) or travic (http://travis-ci.org/) or similar. That would be a separate issue.
