`publicPackageJson` task does not run automatically

When trying to publish a package autoconfigured from KGP target, publicPackageJson task's outputs are dependant on, but the task itself does not get executed. This results in an error
build/tmp/publicPackageJson/package.json (No such file or directory)

Looks like it got fixed in the recent kotlin plugin versions. Closing for now, but feel free to reopen if it reoccurs in kotlin 1.8+
