RAK 831 on RPi 3 compatibility with TTS v3

Hello,
it could sound simple question, but it is a huge problem. I have some GWs with RAK 831. I've moved first one from v2 to v3 and from packet forwarder to basic station. It works. But contrary to first successful attempt, all others are not working. BTW, I've tried unsuccessful this:

Is it possible RAK 831 concentrator is problematic, incompatible with this image or is there any other problem?
