Design a smart Contract API to collect fees

After issue #1 is fixed, we want to improve the smart contract to have a "state" configurable by "owner".
The state have the following features:

• set the amount of fees for each type of exchange
• decide which token is preferred to collect the fees, and get the fee from maker or taker according to the preferred situation
