If have four intervention compartments and no itns or irs, due errors if ITN_IRS is smaller than the delayed delay length. This seems odd seeing as its how code used to be. This can be worked around by defining num_int = 1 for that case.

Sort out ITN_IRS vignette. Not sure the varying ITN is working properly. Fix tests
