Allow for users to toggle appearance of outlines on all elements via safari extension.

@rafaelrinaldi Well packaging it up specifically for safari would put us in the extension gallery:
The bookmarklet is rad in that it can be used in any browser though.

Done. Pull request submitted. Already submitted to the extension gallery, but that process is not as transparent or immediate as Chrome Webstore. Should be installable from the repo though.
