Make improvements for mobile phones & small screens

Need a limit on the size of the legend so that it fits on smaller screens. And make the font smaller on smaller screens too.

Stream gauge points are too small to select on small screens.
Axis labels are too large for small screen.

I moved the axis labels & title for the hyetograph. Looks better on mobile screens now.
