[Feature] Add a speed limit in config?

It would be nice, if we can have add download/upload speed limits in config!

Since speed-limits aren't supported by the webtorrent library i can't add it. If it's added to webtorrent, then I can add the options to this app as well.
FYI webtorrent has multiple open issues/pull requests regarding speed limits.

webtorrent now supports this, I have added options for this in version 1.4.0
