Migrate the documentation site to hugo

Describe the bug.
I just re-checked the documentation site and apparently Jekyll has started handling things even worse than it already was. I've already been experimenting in other projects with using Hugo for this instead and it's working pretty well so far so this should be a pretty simple migration
Steps to reproduce
Visit the docs site and witness lots of broken markdown
