Rich Text Editor doesn't accept formatting until user types

I'm not sure if this is a tiptap2 beta bug or a bug in What Got Done, but the formatting options don't take effect until the user types something in the Rich Text Editor.

There's a workaround for this in the integration tests called applyTipTapWorkaround, but ideally, it should just work normally and we shouldn't need a workaround.
