Can this provider be used with Terraform Cloud

I am using Terraform Cloud to host my state and remote-apply, but am getting the following error:

Error: creating cluster: running `eksctl create cluster: running "eksctl eksctl create cluster -f -": exec: "eksctl": executable file not found in $PATH

I was expecting eksctl to be bundled with the provider, but now am realizing it doesn't look like that's the case. Is this the reason for the above error? Is it possible to execute remote apply in TF using this provider?
