Update Dilithium to Round 3 code

Dilithium changed parameters in Round 3. The current implementations in pqm4/pqm3 are outdated.
It's on my todo list for a while now to update, but it appears to be a bit of work.
In case someone else wants to do it, let me know. Otherwise, this issue is here to remind me.
