Regression: Require credentials in CIDR has no effect

Since upgrading to version 0.9.0, downloading packages (via /simple) requires authentication regardless if the require_credentials toggle set to "off" in the CIDR object. The previous behavior was to allow downloading packages without prompting for auth

My mistake, just noticed that LOCALSHOP_USE_PROXIED_IP defaults to false
