Is there a specific reason that the oldoldstable debian release "buster" is being used and not the current stable "bookworm" release?

It uses Buster to be able to support to build old OpenWrt versions (like 19.07) still. This is relevant since I want to support to build releaes that cannot be build otherwise on modern Linux based systems.
