Derive pixel values from scanline

Given a scanline, derive the pixel values for that scanline. This will need to be robust against the condition that the 20 Khz pixel clock has a low amplitude and 20Khz signal is effectively undetectable, at least for a sizable fraction of the scanline (and maybe even the entire scanline).
