[feat] Distinguish render and sync commands in the Smart Mode

It's a follow-up on #94.

At the moment, the Smart Mode detects changes in the same way for both sync and render commands, even though it is not necessary to sync in some cases and to render in other cases.

The Smart Mode should consider the current command while detecting changes.
