具体描述：
step1：excel表行数超过浏览器可视区域时，右侧存在滚动条，向下滑动滚动条（如图1 4H.png片所示）。
step2：删除行，行数使得当前浏览器可视区域可以全部展示时（即触发滚动条消失逻辑时），无法向上回到第一行。如图2 %B.png所示
我的同事在fix中针对这个问题进行了修复，SuperMarshtomp:fix-scrollbar #566.
