home plug not allowing access to $HOME/.config

I assumed that the home plug would allow permission for the app to write to the home directory. Its either not working, or specifically blocking access to $HOME/.config. Pothos uses $HOME/.config/Pothos for GUI state and module loading state. I was able to work around this by modifying Pothos framework to use $SNAP_USER_DATA. And while that may be the right thing to do, it seemed that the home plug was not working as expected in this case.
