Check that links from application to help sections point at something relevant in the translated version

See mysociety/derechoapreguntar-theme#51 for a list of places in the help sections that are linked to.
To be translated:
- help/unhappy (should include 'other means' and 'internal review' section)
- help/credits #37 (should include the 'can I help out' section)
- _why_they_should_reply_by_email - needs a brief explanation to the user of why authorities should reply to requests by email, telling the user to tell this to an authority that has asked for their physical address - eg. the UK version says: "The law, the Ministry of Justice and the Information Commissioner all say that an email is sufficient (more details). At the bottom of this page, write a reply to the authority explaining this to them."
- Fill in the sections 'Mi hanno chiesto l'indirizzo di casa!' and 'No, no, vogliono l'indirizzo per spedirmi una risposta cartacea!' in help/privacy
- Update anchors that are referenced from the rest of the site - they need to be in English to work - #49

Regarding the missing sections, @antonellanapolitano says "They're changing the law regarding the address thing so I don't want to give wrong or outdated information - I'll add the info when we know more."
