The network icon shows green (fully synced) even when we are not yet synced to current height

When you start Electrum-NMC it will have the arrow-ed icon (Syncing...) in the right bottom corner (network), but become green after few seconds, as fully synced, even when we are not yet caught up to current height.

We are at 513654 ; rest of the world is at 516040, yet our network icon looks Green (fully Synced).

It eventually catches up to current height by itself, after multiple minutes, and the icon remains green (this is partially ok, that it catches up by itself).

Questions are:

  • why does it take so many minutes to fully catch up when you start after a long time and you are behind, say 4000 blocks?

  • why does the icon appear green - as in Fully Synced when we are not up to the height of the server we are connected to (and other verification peers as well)?

I'd like to add here that I just started my Electrum-NMC and i was like ~2500 blocks behind the current network height.

All servers that I was connected to were showing the correct current network height, but my local height was like 2500 blocks behind (the network icon was green as in fully synced -- bug already described).

it took like over 25 minutes for my local client to arrive to current height, on a high speed network and own server. It caught up by itself, I did not need to do anything (this is the good part) but why did it take so long on a high speed network?
