Check for Visual C++ 2010 Redistributable Package when BitcoinJ is selected

Namecoin's bitcoinj-daemon requires Visual C++ 2010 Redistributable Package to be installed. If it isn't, bitcoinj-daemon will immediately exit with a really misleading error message. ncdns-nsis should check for its presence at the same time that we check for Java's presence.
