[Feature]: building the chapter card component

We need to mention the various college-based chapters of nameSpace on the chapters page.

The assignee needs to develop a card component to be used for this purpose. The card will include the following details:

• Name of the College at top centered
• picture of the campus evangelist on left
• their details on the right which include:

1. their full name
2. link to their LinkedIn, github, twitter and Instagram, so icons must be used for the socials

once the card is designed, they need to be placed on the page (grid recommended)

the data must be taken from a json file. the assignee can create a json file for this purpose, the data will be provided for the same.
