[PUB-30] Consecutive `ns prepare` does not clean the `devhost.textpb` properly

If an environment was prepared with ns prepare gke and then the same environment was used in a new ns prepare existing, then the old gke-related configs remain in the devhost.textpb . That can cause conflict, especially if the gke cluster was prepared with prepare-build-cluster, but the new cluster did not.
